Mark Programme Milestones as Completed for an Active Pairing

From the Pairing Detail Screen, coordinators can mark individual programme milestones as complete using the intervention controls. Each milestone in the standard mentor programme template (e.g., introductory meeting completed, first supervised session, independent session, mid-programme review) can be toggled to completed status. The MentorProgramService updates the milestone record and timestamps the completion event. When all milestones in a pairing are marked complete, the service automatically transitions the pairing status to 'programme complete'. Updated milestone data feeds back into the programme health overview on the Mentor Program Screen, providing a real-time progress view across all active pairings.
